NOA turns any patrol vehicle into a mobile observation post. A day/night PTZ camera with ×30 optical zoom and an uncooled 640×512 thermal camera sit on a remote-controlled pan/tilt head with continuous 360° rotation, which clamps onto the vehicle's roof light bar or a reinforced tripod.

Works on the move

Control, view and record from the cab while driving or parked, ≥ 24 h on both channels.

One operator installs or removes it in 10 minutes or less, with no drilling and no permanent change to the vehicle. A single cable runs to the cabin, where a 10.1" sunlight-readable touchscreen, a joystick and an NVR give the crew full control and at least 24 h of recording, while driving or parked.

The whole kit travels in one rugged case, runs at least 5 h on its battery or from the vehicle's 12 V socket, and works from −40 °C to +70 °C. Dozens of NOA systems equip the security fleet of the Eshkol Regional Council in Israel.

  1. General

    The system shall be NOA by D-FENCE Electronic Fencing and Security Systems Ltd. (ISO 9001:2015 certified quality management), or an approved equivalent that meets every requirement in this section.

  2. Function

    A day and thermal observation kit that clamps onto a patrol vehicle roof or tripod in ≤ 10 min, with no drilling.

  3. The system shall provide

    • Day/night PTZ camera: 2560×1440, ×30 optical zoom, 0.001 lux, WDR ≥ 120 dB, IP67, IK10.
    • Uncooled thermal camera: 640×512, NETD ≤ 45 mK, 7.5–14 µm, continuous zoom lens.
    • 360° pan/tilt head: Continuous 360° pan at up to 100°/s, elevation and depression of at least 85–90°, variable speed.
    • Roof or tripod: Clamps onto a standard roof light bar or a tripod with a working height of about 1.5 m.
    • In-cab control: Joystick for pan, tilt, zoom and focus on both channels; 10.1" sunlight-readable touchscreen.
    • Recording: At least 24 h continuous on both channels at full resolution, H.264/H.265, export to Windows/VLC.
    • Power: At least 5 h on battery, 3–4 h charge from 230 V AC, or the 12 V vehicle socket.
